Public Act 13-3

In response to the Sandy Hook tragedy, former Governor Malloy signed Public Act No.13-3 (An Act Concerning Gun Violence Prevention and Children's Safety) into law on April 4, 2013. This law was able to be passed without being voted on due to claiming an Emergency Order, even though no state of emergency was declared.  This law went into effect the following day and resulted in sweeping restrictions of safety features on most commonly owned firearms for legal gun owners.  

Public Act 23-53

On June 6th, 2023 House Bill 6667 title An Act Addressing Gun Violence, was voted into law.  This further restricted firearms ownership and the ability of citizens to exercise their constitutional rights.  As with the firearm reform ten years prior, this new set of laws have been proven by the CDC and virtually every other fact-based study to increase gun violence and fatalities.  Since these laws were developed and voted on with complete disregard for science and public safety, yet named contradictory to the facts, one can only assume the politicians in favor of these laws are only out to scare the citizens of Connecticut and further strip them of their rights to further their own power and agendas.

All Firearms

Any selective-fire firearm capable of fully automatic, semiautomatic or burst fire at the option of the user

Semiautomatic, Centerfire Rifles

A semiautomatic rifle that has an ability to accept a detachable magazine and has at least one of the following:

  •    -A forward pistol grip
  •    -A flash suppressor
  •    -A grenade launcher or flare launcher

A semiautomatic rifle that has a fixed magazine with the ability to accept more than ten rounds

A semiautomatic rifle that has an overall length of less than thirty inches

Any of the following specified semiautomatic centerfire rifles, or copies or duplicates:

  •    -A grenade launcher or flare launcher

A semiautomatic rifle that has a fixed magazine with the ability to accept more than ten rounds

A semiautomatic rifle that has an overall length of less than thirty inches

Semiautomatic Pistols

A semiautomatic pistol that has an ability to accept a detachable magazine and has at least one of the following:

  •    -An ability to accept a detachable ammunition magazine that attaches at some location outside of the pistol grip
  •    -A threaded barrel capable of accepting a flash suppressor, forward pistol grip or silencer
  •    -A shrouded barrel hat permits the shooter to fire the firearm without being burned, except a slide that encloses the barrel
  •    -A second hand grip

A semiautomatic pistol with a fixed magazine that has the ability to accept more than ten rounds

A semiautomatic shotgun that has the ability to accept a detachable magazine

A shotgun with a revolving cylinder

Any of the following semiautomatic shotguns, or copies or duplicates:

  •    -IZHMASH Saiga 12 Shotguns

 

"Other" Firearms

A “2023 assault weapon” is now defined as any semiautomatic firearm other than a pistol, revolver, rifle or shotgun, … regardless of the date such firearm was produced, that has at least one of the following: 

  • Any grip of the weapon, including a pistol grip, a thumbhole stock or any other stock, the use of which would allow an individual to grip the weapon, resulting in any finger on the trigger hand in addition to the trigger finger being directly below any portion of the action of the weapon when firing;
  • An ability to accept a detachable ammunition magazine that attaches at some location outside of the pistol grip;
  • A flash suppressor or silencer, or a threaded barrel capable of accepting a flash suppressor or silencer;
  • A shroud that is attached to, or partially or completely encircles, the barrel and that permits the shooter to fire the firearm without being burned, except a slide that encloses the barrel;
  • A second hand grip; or
  • An arm brace or other stabilizing brace that could allow such firearm to be fired from the shoulder, with or without a strap designed to attach to an individual's arm;

 

Magazines

Any magazine that holds more than 10 rounds of ammunition

A valid firearm permit or ammunition certificate is required to purchase any magazine

Ammunition

A valid firearm permit or ammunition certificate is required to purchase ammunition

Armor piercing ammuntiotion

Incendiary .50 caliber bullets

Any bullet whose core is not composed of soft materials such as lead, zinc or frangible projectiles
